Ripple effects continue through India’s online gaming sector, where a suggested pivot to casual formats or e-sports following a ban on real money gaming has been met with dissent and a constitutional challenge.
Shockwaves have continued to ripple through India’s online gambling industry following the Indian Parliament’s passing of the controversial Promotion and Regulation of Online Gaming Bill 2025 in August, which effectively shut down real money gaming (RMG) platforms.
The new law was justified by the government as a response to a rising tide of gambling-related harm, issues it linked to real-money games of chance on the subcontinent. India’s real money gaming sector was valued at ₹27,438 crore ($3.3 billion), serving an estimated 591 million players.
Despite the inevitable blowback from operators in such a lucrative market, government sources have since confirmed that no exceptions will be granted for RMG platforms to continue operating in any form whatsoever.

Minister Pledges Support for E-Sports and Casual Social Games
India’s electronics and information minister, Ashwini Vaishnaw, met with representatives of the online gaming industry last week, following last month’s ban on real money games, which was also attended by the All India Gaming Federation and the E-Gaming Federation of India.
During discussions, the talks turned to opportunities in e-sports and casual social games, for which the minister pledged full government support in developing these categories, with one official commenting:
Quote“It has been suggested to existing real money gaming platforms that they may pivot to these categories.”
The talks focused on an orderly transition for the sector and safeguarding the funds users had uploaded to online wallets, with officials stressing that operators are obligated to safeguard deposits and return them wherever possible.
Challenging the Ban’s Constitutionality
But it's not all plain sailing for lawmakers; there have been clear signs of dissent, and thus far, one serious challenge to the legality of the measures introduced that have cast a dark cloud over the continued revenue flow for operators with previously gargantuan player bases.
Indian gaming company A23 has challenged the recent ban, filing a complaint in the High Court of Karnataka, dubbing it a “product of state paternalism” and describing it as a measure that would have a devastating effect on an industry that has been legal for years.
A23, one of the biggest participants in India’s online casino market, boasting some 70 million users, is the first operator to challenge the new ban and wants the draconian measure to be declared unconstitutional.
Dwindling Real Money Gambling Revenue
Several top India-focused sites have been forced to shut down their real-money gaming divisions and switch to a free play model instead. In one instance, they had already seen a 95% decline in revenue within 24 hours.
With well over 500 million users and boasting significant earnings, India’s online gambling sector was one of the world’s leading gambling hubs, but that has changed with the passage of the Promotion and Regulation of Online Gaming Bill on August 22nd.
All is not doom and gloom, however. As companies reset their models, and even though some will inevitably contest the bill, this should be seen as a challenge and an opportunity. The only winners will be those who innovate rapidly, whether in pivoting to casual formats, e-sports or opting for global expansion.
