UKGC Data: Problem Gambling Rate Drops to a Historic 0.2%

The UK Gambling Commission (UKGC) has published a dataset revealing that problem gambling in the UK has remained significantly low, dropping to 0.2% for the first half of the year ending in June 2022. The problem gambling rate was twice as much (0.4%) at the end of 2021, and the 50% drop recorded (0.2%) has remained consistent since the last statistics were released in April. Furthermore, the rate is also lower than the 0.3% recorded between January and September 2021.

Britain’s regulator data on problem gambling comes at a time when the gambling industry awaits a verdict on a pending white paper upon the replacement of the Prime Minister. It has only been a few weeks since the former gaming minister resigned unexpectedly soon after submitting a much-awaited white paper to the office of the Prime Minister, who resigned almost immediately as well.

The report was compiled from a quarterly survey that extracted a sample of 4,018 participants over 16 years of age from the UK population. The survey was conducted via phone interviews in 4 phases between September 2021 and June 2022.

Young Adults Most Affected

While the data indicates a step in the right direction, it still revealed that the 16-24 age set was still the most vulnerable group compared to any other demographic. Moreover, the survey noted that while the overall rate dropped, this was not the case with the 16-24 group, as it actually rose from 0.6% to 3.6%.

With such an increase in problem gambling rates for younger age groups, there will be some heat from lobbyists and lawmakers. That’s because gaming companies have been the subject of criticism and scrutiny, especially regarding protecting children and young adults.

Some of the issues that may arise include the government’s refusal to ban video game loot boxes. Several studies have revealed a connection between these loot boxes and problem gambling due to their appeal to younger generations. However, the UK government concluded that more player control and parental supervision measures based on guidance from the industry would be considered before any legislative action can be pursued.  

The remaining demographics categorized by age were much lower than the 16 to 24-year-olds category. So, for players between 25-34 and 35-44 years, the rate of problem gambling was reported to be at 0.3% and 0.2%, respectively. Meanwhile, players aged from 55 to 64 years did not report any cases of problem gambling.

Of the 0.2% vulnerable players, male gamblers were more susceptible to experiencing problem gambling. The stats showed that 0.3% of male players suffered from problem gambling, as opposed to 0.1% of female punters in the last 12 months.

Participation is Steady but Lower Than Pre-Pandemic Levels

Other statistics disclosed in the report include information regarding the general gambling patterns among Brits. According to the Commission, there was a 25% participation rate for in-person gaming and 26% for online gambling. Additionally, there’s a steady growth in online gambling activities, attributed to some players opting to, for instance, purchasing National Lottery tickets online instead of buying them at local shops. The overall participation rate of all gambling activities was 43% which was declared stable compared to June 2021.

However, the report reveals that in-person betting is yet to reach pre-pandemic levels. Citing the impact of the Coronavirus on gambling activity in the report, the Commission said in part:

“Following two years of disruption and restrictions as a result of the COVID-19 pandemic, overall gambling participation remains lower than pre-Covid levels, especially in relation to the proportion of people gambling in person.”

Still, there’s some good news for the industry as players are getting ready to resume physical gambling at different land-based establishments. Therefore, in-person gambling numbers are expected to gradually rise as bettors continue to return to bingo halls, horse tracks, and casinos to place their bets in person.

Michael Dugher, the Betting and Gaming Council (BGC) Chief Executive, took to Twitter to express his satisfaction with the information in the document, also noted in a statement:

“These newly released figures are yet again further evidence of the positive progress we have made on problem gambling, which is low by international standards and has fallen in recent times, thanks to the many initiatives we have taken, including using advertising to promote safer gambling tools like deposit limits and time-outs, as well as other changes we have made to further raise standards.”

All Eyes On the Gambling White Paper

The UK has an estimated 22.5 million active punters, and according to the BGC, even “one problem gambler is one too many.” The BGC has since called upon incoming ministers who will be charged with reviewing the white paper to examine the evidence and come up with solutions that would target the problem without affecting the existing player networks.

Meanwhile, proposals to update UK gambling laws remain on hold until the appointment of a new Premier. Until then, the gaming community will be on the lookout for any red flags and possible recommendations that should be included in the law. The pending white paper, whose release has been postponed for the fourth time, will reveal what the government has in store for the future of the UK gambling markets.

As debates on whether the above number signals progress or a call for action continue, the BGC has warned that going forward, any measures on the legislative levels should be carefully considered. Any wrong moves may end up driving millions of British gamblers into the “arms of the unsafe, unregulated and growing gambling black market online.”
