The Directorate started to operate on 1 January 2005, but the new Law on Games of Chance of 2011 enforced the Tax Administration – Department for Exchange and Foreign Exchange and Gaming to assume the responsibilities of the Directorate for Games of Chance. According to the latest records, this governing body collected more than RSD 6 billion through taxation of both online and landline casinos.

A licensed casino ensures the implementation of all rules of social responsibility, in particular in the part of the protection of minors, prevention of addictions to the participants in the game, protection of data on participants' personality, prevention of wash money and terrorism financing.

Each new online casino must obtain the license issued by the Laboratory for Electronic Communications working as a part of the Ministry of Defense.  The test procedure is conducted in accordance with the applicable international and domestic standards and regulations. So far, the likes of Mozzart and Casino Club lead the list of Serbian licensed online casinos.
