While a law was passed in 2014 making online casinos legal in theory, the fact that the country only allows an online casino to receive a license if they are attached to a local land based casino is very problematic for most European online casinos. Back in 2014, Romanian government decided to make online gambling legal and put Romanian Official National Gaming Office in charge of issuing online casino licenses. While many casinos would surely want the license, a provision states that an online casino needs to have a land based casino as a sponsor in order to receive this license, making it very difficult for online casinos to receive the license.
Furthermore, the country has issued a list of over 50 casinos they deem unsafe and called it the black list, even though some of the casinos on this list are perfectly safe and used by customers from all over the world. Over a dozen online casinos now hold the Romanian Official National Gaming Office license.
