GGL To Assume Responsibility for the German Gambling Sector in 2023
By Shane Addinall Dec 15, 2022 IndustryWe expect a resurgence in news and innovation from the German online gambling market with the announcement that the GGL will assume responsibility for the region in 2023!The world of regulated online gambling is exciting, with regular updates on new partnerships, enhanced advertising standards and many initial frameworks being reviewed as gambling authorities respond to new data.
One of the gambling jurisdictions that has been silent for more than a year is Germany. The last noteworthy activity from the European regulator was in 2021, when the new gambling rules and regulations for online casinos were written into law. That all changed this week with the announcement of a change in leadership.
GGL To Take the Helm in 2023
Under the Fourth Interstate Treaty on Gambling (GlüNeuRStv) regime, the German online gambling sector faltered. However, it was announced that Gluecksspiel (GGL) would officially take control of the marketplace in 2023:
“The states have transferred the state supervision, and control of cross-state gambling offers on the Internet to the Joint Gaming Authority of the States (GGL).”
The announcement clarified this further, adding:
“The central task of the GGL is to regulate the German online gambling market from January 1st, 2023, by examining and approving international gambling offers on the Internet and ensuring that the permitted gambling providers comply with the rules to protect players from gambling addiction and manipulation.”
According to the newly inducted Authority, it has been handling the task of finding and engaging with illegal operators since July 1st 2022. Based on the results of these and other actions, the nation’s 16 federal states felt GGL was able to drive the future of the marketplace.
Bento and Schwanke Are Fired Up
Until the new year, GGL has confirmed that the various local control bodies will continue to be responsible for supervising gambling activities within their domains. However, this does not allow them to become lax in their duties as the GGL leadership is "fired up" and keen to review the GlüNeuRStv regulations and their enforcement by regional stakeholders.
Ronald Benter and Benjamin Schwanke will function as the joint-Chief Executive for GGL. Speaking on behalf of himself and Benter, Schwanke said:
“We’re ready to go. We have set up the appropriate structures and processes to effectively regulate the online gaming market from January 1st, 2023. In doing so, we can build on the experience of the Gambling College and the expertise in the countries, for which we are very grateful."
He added that one of their priorities is to establish a federal player registry which will allow problem gamblers to opt out of gambling offers and enable the GGL to have a deeper understanding of German deposit and gameplay behaviours.
