Unexpected Filipino Partnership in the War on Illegal Gambling

At the top of its to-do list is a keen focus on shutting down black market casinos and educating players on the benefits of playing at licensed gambling venues.
This safer gambling and market channelisation focus has led to the gambling regulator working hand-in-hand with its international peers. More recently, this has seen them join forces with none other than China.
The Enemy of My Enemy
The friction between China and the Philippines has been well documented by the Philippine Amusement and Gaming Corporation (PAGCOR). When reviewing the challenges the country has overcome in meeting its gambling traveller and casino revenue targets, China’s reluctance to allow its citizens to travel for gambling purposes had a major impact.
However, a clear plan for expanding its land-based and online gambling sector and a strategic view on becoming a casino entertainment hub sans Chinese players has allowed PAGCOR and the Chinese Embassy to work together on tackling illegal gambling in both regions.
The Embassy put out a statement saying:
Quote“The Chinese Embassy stays in communication with the Philippine law enforcement agencies on offences related to POGO and supports the Philippine side in addressing the root causes of the problem.”
This cooperation signals a significant turning point in the relationship between the countries, which have been at odds for several years. While that is good for the broader market, it will mean harsher restrictions for Chinese nationals looking to enjoy Filipino games of chance.
Philippines Supports Chinese Law
In light of this agreement, Filipino government agencies are now actively excluding visitors from the mainland who have a history of gambling illegally in the region.
The Commissioner of the Philippines Bureau of Immigration (BI), Norman Tansingco, confirmed:
Quote“We look at patterns of previous arrests, as well as travel histories of other intercepted aliens. We use this pattern to intercept other potential violators.”
The reality is that while gambling might be legal in the Philippines, Chinese law prohibits its citizens from “indulging in the vice of gambling” even when travelling abroad. Over the years, this has even seen Chinese travellers face legal issues at home for playing slots or blackjack in global gambling destinations like Las Vegas!
In 2024 alone, BI claims to have blocked seventy-six Chinese nationals from entering the country, with the majority of these being declined access due to illegal gambling concerns.
